For all the rapid advances in digital technology over the past decade, the business of democracy remains firmly analogue. Ever since mutterings ranging from 'foul play' to 'system error' cast a pall over the 2000 Presidential elections, electronic voting in the U.S. has been in decline, with states abandoning machines in favor of traditional pencil-and-paper voting. Voting watchdogs and analysts have major reservations about the security of a digital system if faced with committed, politically motivated hackers.
